What is "Fit for 55"?

According to European climate legislation, achieving the EU climate target of reducing EU emissions by at least 55 % by 2030 is a legal obligation. EU countries are preparing new legislation aimed at achieving this goal and climate neutrality of the EU by 2050.

The Fit for 55 package is a set of proposals to revise and update EU legislation and to introduce new initiatives to ensure that EU policies meet the climate goals agreed by the Council and the European Parliament. Fit for 55 refers to the EU's goal of reducing net greenhouse gas emissions by at least 55 % by 2030. The proposed package aims to align EU legislation with the 2030 target.

This package of proposals aims to create a coherent and balanced framework for achieving the EU's climate goals by:

  • ensures a fair and socially correct transformation
  • preserves and strengthens the innovation and competitiveness of EU industry while ensuring a level playing field in relation to economic entities from third countries
  • supports the EU's leadership in the global fight against climate change

The proposals under the Fit for 55 package were first presented and discussed at a technical level in the Council's working groups responsible for the relevant policy area.

They were later discussed by the ambassadors of the EU member states within Coreper, who had the task of preparing the conditions for an agreement to be reached between the 27 member states. The EU ministers then exchanged their views on the proposals in various Council configurations and tried to reach an agreement on a common position on each proposed act.

As part of the regular legislative procedure, the Council subsequently enters into negotiations with the European Parliament and seeks a common agreement for the purpose of final adoption of individual legislative acts.
